韩国虚拟资产行业就特金法修订草案提出异议，警告强制申报规定将引发操作混乱
ChainCatcher 消息，韩国数字资产交易所联合体（DAXA）于 4 月 29 日通过法制处国民参与立法中心，就《特定金融信息法》（特金法）施行令修订草案提交意见书，反映包括 Upbit、Bithumb 等五大交易所在内共 27 家虚拟资产服务提供商（VASP）的意见。
DAXA 对修订草案中两项核心条款提出异议：一是将所有 1000 万韩元以上的虚拟资产交易一律视为可疑交易，要求向金融情报分析院（FIU）强制申报，预计将导致五大交易所年度可疑交易申报量从 6.3 万件激增至 544.5 万件，增幅达 85 倍；二是在现行客户身份核实义务之外新增信息准确性验证义务，超出上位法授权范围，且违规处罚力度远重于其他金融业。DAXA 表示认同修订案强化反洗钱体系的立法初衷，但认为部分条款已超越法律委任范围，并对虚拟资产行业存在差别对待。
修订草案将于 5 月 11 日结束立法预告期，预计 7 月正式确定，相关规定将于 2026 年 8 月至 2027 年间分阶段施行。
