美国数字资产监管将迎转折，CLARITY 法案获两党推进，进入关键立法阶段
ChainCatcher 消息，在近日举行的参议院银行委员会审议中，围绕数字资产市场清晰法案（Digital Asset Market Clarity Act，简称“CLARITY Act”）的推进获得实质性进展，法案以 15 比 9 投票结果进入参议院全体审议阶段。多位跨党派议员在讨论中强调，美国亟需建立覆盖数字资产的统一监管框架，以明确资产分类、交易平台监管及市场结构规则，从而为行业提供长期确定性，其中 Angela Alsobrooks 在会上以家庭视角指出，年轻一代对数字资产表现出天然兴趣，监管体系应在“机会与保护”之间取得平衡，避免技术发展脱离规则约束；Tim Scott 强调应从经济机会与美国梦的角度推动立法，而 Cynthia Lummis 则表示，立法过程已体现出明显的跨党派合作基础。
支持者认为，数字资产已成为不可逆趋势，目前约 6800 万美国人持有相关资产，但大量交易仍发生在海外平台，美国亟需建立本土监管体系以提升市场透明度与投资者保护水平。分析指出，CLARITY Act 被视为继稳定币相关立法（GENIUS Act）之后的关键补充，若缺乏市场结构层面的配套规则，美国可能在数字金融基础设施竞争中失去主导地位。随着法案推进至参议院全体阶段，外界普遍关注其后续能否在跨党派共识基础上完成最终立法，以确立美国数字资产监管框架的核心规则。
